Job Description and Duties

Under the supervision of a Senior Environmental Planner, the Environmental Planner plans, develops, evaluates, and mitigates the details of a wide variety of environmental planning and project activities. As part of an interdisciplinary team, the incumbent integrates social, economic, and environmental elements of system and project planning into statewide and interregional transportation facilities planning and development. Work includes conducting the less difficult but somewhat complex tasks. The incumbent may assist a lead worker in performing the more difficult and complex projects.

Working Conditions

Position located at 1750 E. 4th St. #100, Santa Ana, Orange County - District 12/Division of Environmental Analysis.

Multiple positions may be filled from this recruitment.

The incumbent is expected to work in the District 12 office which is a climate-controlled open-office environment under artificial lights. Office temperatures are normally controlled with heating and/or air conditioning set to accommodate the comfort level of the majority of the workers, except when energy conservation measures may be required. May be required to stand or sit for extended periods of time. Bending, kneeling and stooping may also be required. The work environment is fast-paced and requires considerable flexibility in managing time, priorities and assignments. May be exposed to or put in stressful situations. Will be required to operate various office business machines and electronic devices during the course of the assignment, such as workstation computers, photocopiers, laptop computers, projectors, printers, scanners, telephones, pagers, cameras, cell phones, field data collection equipment, etc. Working hours will be set at 8am to 5pm, Monday through Friday, unless other hours have been approved by the first line supervisor and Deputy of Division of Environmental Analysis.

Incumbent may be required to travel to meetings, outdoor field visits and training throughout the state, albeit District 12 is the base office where most work is anticipated. Occasional training or work related assignments may be offered or required which could require travel to the training or work site (location) and staying overnight for limited periods of time. Staff may work at Caltrans Satellite or field offices for special assignments. Public hearings, meetings, and trainings in board or conference room atmospheres may involve working and travel before or after hours to attend these meetings and setup or take down displays and equipment. In the field all temperatures and climatic conditions and other conditions, including sun, wind, rain, snow, ice, uneven surfaces, dust, dirt, construction equipment, traffic, animals, insects, loud noises, etc. may be experienced. Travel may include use of state owned, rented or privately owned vehicles, and travel on commercial bus, rail, airlines or other modes of travel.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

  • Possession of a valid driver’s license is required when operating a State owned or leased vehicle.

The SOQ is about how an applicant’s education, training, experience, and skills meet the criteria in the duty statement and qualify the applicant for the position. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:


Knowledge and analytical requirements for NEPA/CEQA. Must have a high degree of competency in environmental laws and regulations and technical studies as they relate to transportation infrastructure projects.

Strong written and verbal communication skills and the ability to apply those to environmental documents, public facing environmental impact disclosures, general and complex correspondence as well as organizing and leading meetings internally with Department staff and externally with consultants, State, Federal and local agencies.

Must have the ability to deal with multiple tasks, adapt to changes in priorities and complete tasks with short notice, be open to change and new information, adapt behavior and work methods in response to new information, changing conditions, organized, detail oriented. Must be able to adhere to established deadlines.

Knowledge of Microsoft Office/Excel is required. Knowledge and good understanding of Geographical Information System (GIS) is preferred
