The Network Security Engineer will be responsible for ensuring the agency's network infrastructure, security controls, and configurations comply with IRS Publication 1075 in preparation for an upcoming IRS Safeguards Review. This role serves as a project lead for all technical readiness activities, focusing on secure network design, documentation, and compliance with federal safeguards requirements.

• Lead technical compliance efforts related to IRS Publication 1075 (Rev. 11-2021) .

• Review network-related sections of System Security Reports (SSR), System Security Plans (SSP), and Security & Systems Assessments (SSA) to ensure compliance with Pub 1075.

• Evaluate the effectiveness of Corrective Action Plans (CAPs) and advise on necessary improvements.

• Identify relevant IRS Safeguards Computer Security Evaluation Matrices (SCSEMs) for network security and assess agency compliance.

• Conduct security reviews of network configurations including:

  • Firewalls, VPNs, IPS/IDS, routing and switching

  • Network segmentation and access control

  • Logging and monitoring configurations

• Provide technical recommendations to address non-compliance findings.

• Plan, coordinate, and communicate all Safeguard Review preparation activities using established project management processes.

• Assist with follow-up activities, including creating new CAPs and tracking remediation progress.

• Provide expert guidance on secure network architecture and technical solutions to meet Pub 1075 requirements.

• Develop and maintain detailed technical documentation needed for audits, assessments, and safeguard reviews.

• Prepare compliance reports and communicate findings to technical teams and agency leadership.

• Expert-level network security experience (firewalls, network access controls, IDS/IPS, VPN).

• Direct experience supporting at least one IRS Safeguard Review for a state agency (3+ years).

• Strong experience with:

  • IRS Publication 1075 compliance

  • IRS SCSEM network-related controls

• Ability to analyze and validate network security evidence, artifacts, and documentation.

• Strong verbal and written communication skills, including experience briefing executives, federal partners, and technical staff.

• Proficiency with MS Office, SharePoint, and Microsoft Teams .

• Familiarity with industry security standards (ISO, IEEE, NIST, etc.).

• Experience with state or federal regulatory compliance (e.g., FISMA, NIST audits).

• Background in Child Support Enforcement Systems (CSE) or similar programs.

• Experience creating and maintaining technical documentation for audits.

• Hands-on experience with:

  • SIEM tools

  • Network monitoring systems

  • Firewall and network policy configuration

• Relevant certifications (preferred but not required):

  • CISSP, CISM, CCNP Security, GIAC, Security+, or similar.

• Bachelor's Degree in Information Security, Computer Science, Cybersecurity, or related field.

A seasoned Network Security Engineer who understands Pub 1075 security requirements , has led Safeguard Review readiness , and can ensure that all network security controls, documentation, and compliance evidence are audit-ready.
