Job Description

Raytheon-Rafael Area Protection Systems (R2S) is seeking a highly motivated and results-driven Value Stream Leader to join our Operations & Facilities team. This key leadership role is responsible for overseeing end-to-end manufacturing execution across multiple work cells, ensuring alignment with program schedules, and driving performance in support of mission-critical defense programs.

As a Value Stream Leader, you will coordinate operational planning, execution, and continuous improvement across the value stream. You’ll be accountable for meeting production goals in line with Material Requirements Planning (MRP) and will collaborate closely with cross-functional partners to optimize capacity, mitigate risks, and improve performance.

Key Responsibilities:

  • Lead daily operations across multiple manufacturing cells with a focus on safety, quality, delivery, cost, and productivity.
  • Develop and execute Takt plans to support production and program schedules.
  • Partner with Operations Program Managers to report on execution status, capacity planning, and risk/opportunity management.
  • Drive operational excellence and continuous improvement initiatives across the value stream.

Other Duties and Responsibilities Include:

  • Establish and maintain operational metrics focused on safety, people, quality, delivery, cost, and equipment.
  • Foster and ensure an inclusive, safe, and compliant work environment across the value stream and cross-functional teams.
  • Ensure adherence to company policies and procedures.
  • Roll up staffing and training requirements; partner with Talent Acquisition and HR to develop and execute tactical workforce plans.
  • Set and monitor daily, weekly, and monthly Takt goals across the value stream.
  • Drive productivity improvements through hours per unit (HPU) reduction and Work-in-Progress (WIP) acceleration.
  • Oversee timekeeping process adherence for direct labor personnel within area of responsibility.
  • Manage skills development and skills matrix tracking for direct factory teams.
  • Lead and maintain the tiered accountability process for assigned factory areas.
  • Deliver performance on key factory metrics: safety, HPU, rework, scrap, red-rack, and aging WIP.
  • Facilitate issue escalation, resolution, and knowledge sharing for chronic or acute production challenges.
  • Develop and empower factory teams through coaching and team engagement.
  • Collaborate with Production Control to ensure 30/60/90-day material availability.
  • Provide support for operations-related proposal inputs, including schedule development and Basis of Estimate (BOE) creation.

Qualifications:

The ideal candidate will have a deep understanding of manufacturing operations and a strong track record of leadership within a production environment, including:

  • Expertise in assembly and production control processes. Broad management and leadership of a built to print manufacturing operation
  • Proficiency with MRP systems and manufacturing performance metrics
  • Knowledge of quality standards, customer requirements, and industry best practices
  • Experience managing cross-functional teams and continuous improvement efforts
  • Strong communication, organizational, and decision-making skills
  • University degree and 8 years of related experience or Advanced degree in related field with a minimum of 5 years of experience
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Preferred Qualifications:

  • Active Secret clearance
  • Experience in a production control scheduling role
  • Experience in a government contracting environment with DoD and non-DoD customers.

Work Location: 100% on-site in Camden, AR with some travel to Arlington, VA corporate office as needed.

Travel: 15% mainly within the United States with some overseas travel.
